Sarasota Dr. Arthur S. Portnow To Pay Back $1.95 Million to Medicare for Submitting Fraudulent Claims and Performing Unnecessary Ultrasound Tests.


I went to this guy Portnow back in 2012 for a yearly check-up and ended up on his assembly line of unnecessary ultrasound tests because as he said, "your insurance will cover all my tests". Dr Portnow is doing business at 5537 Marquesas Cir, Sarasota, FL, just off of Clark Rd. Doctor Potnow has/had a fairly attractive blonde female 'physician assistant' who takes male patients aside in her 'jungle book wallpaper room' and tells them in a one on one interview that they have Low T, very graphically, and that the doctor can fix it for a price. After about 3 weeks of Dr. Portnow's nonsense tests I did a background check on him, he is From New York State and what I found did not really surprise me. "License suspension for two years with probation for five years commencing upon the active practice of medicine in New York State and the condition that the physician may not practice cardiac electrophysiology unless and until he obtains board certification". Medical Board Misconduct Description: "The physician admitted guilt to the charges of practicing the profession fraudulently and engaging in conduct which evidences moral unfitness by submitting false certificates regarding his board certification status". Well today in the Sarasota Herald Tribune, December 1st, 2017, we have an update on Dr. Portnow and his continued "practicing the medical profession fraudulently": TAMPA -- A Sarasota doctor has agreed to pay nearly $2 million to settle accusations that he defrauded Medicare by performing unnecessary ultrasound tests. According to the Department of Justice, Dr. Arthur S. Portnow, the owner and operator of Arthur S. Portnow, P.A., Apple Medical and Cardiovascular Group and Apple Medical Group Sarasota Fl, will pay $1.95 million. The government accused Portnow of submitting fraudulent Medicare claims from August 2009 to August 2017 and performing medically unnecessary carotid ultrasounds, lower extremity arterial ultrasounds, abdominal aortic ultrasounds, renal and renal artery ultrasounds, and echocardiograms.
Portnow was also accused of falsifying patient records in an effort to justify those unnecessary ultrasounds. Portnow and his practice received hundreds of thousands of dollars as a result. The claims resolved by the settlement are allegations only and there has been no determination of liability, the Department of Justice says. “Physicians who seek to boost their profits by charging taxpayers and patients for medically unnecessary tests will be thoroughly investigated,” said Special Agent in Charge Shimon R. Richmond of the U.S. Health and Human Services, Office of the Inspector General. “Working in coordination with our law enforcement partners, we will continue to pursue health care professionals who threaten the integrity of federal health care programs.”
